There is a program called "Buddy Spy" that can tell others when you and your cam are online. But they cant "see" you on cam. The program tells when you are online (even if your invisable), tells when your cam is running and if you are in a chatroom. At the moment there isnt anything you can do to block it..but if it bothers you that he can see you and your cam online...maybe its time for a new yahoo ID.

If you indeed said WITHOUT permission then my answer is NO.
However, if you accidentally click allow (maybe the speed of all those incoming windows asking for your permission, you accidentally click allow instead of not allow) then you already bound on it, then somebody (ANONYMOUS) can see you.
I will give you the link of that program AFTER you close this Q&A.

it is attainable in case you have a malware like trojans or virusses put in on your equipment. So it is significant to replace you antivirus information and verify your equipment for malware.. do no longer run suspicious software deliver to you thru way of mail or plug in dangerous usb flashdisk on your equipment.

there are particular ways to activate your webcam without permission especially through messenger clients. You'd better disconnect it while you're not using.
