Why is it that the US, China, Russia, Japan, South Korea, and other countries don't want North Korea to launch missiles, while they could whenever they want to?

For several reasons:

1. North Korea is still in a state of war with South Korea.
2. North Korea is starving its citizens so that they can divert most of its wealth to the military and developing weapons. Their hope is that they can make a profit off of those sales of weapons to terrorists.
3. The weapons it develops, atomic bombs and missles, are for sale to terrorist groups and countries. It sold a ship load of missles to Yemen right before the war with Iraq started. There is some speculation that a ship carrying some "special" weapons were on the way to Iraq when the war started.
4. North Korea is run by a paranoid leadership that is acting in an irrational manner. On the geopolitical stage North Korea is what is called a "loose cannon".
5. North Korea is not a good neighbor with Japan, South Korea, or the USA. They are not even that good a neighbor with Russia and China, who have provided some support to them in the past.
6. North Korea is not the only rogue nation in the world. Others include Syria, Iran, Venesuela, and Cuba. They appear to have secret alliances with each other to undermine peace in the world.

First of all I don't think Japan or South Korea are too into the whole missile launching thing.

Second, who exactly is going to tell the US, China and Russia that they can't launch missiles.

Finally, the countries you named all operate somewhat rationally. We might not always agree with them, but they do operate according to internationally accepted rules. North Korea does NOT operate rationally and pretty much has made a career out of thumbing its nose that the international community.

Russia, China, Japan, South Korea and the US all know that we have to live together and there are some things you don't do. North Korea has no such scrupples.

Because Pyongyang is insane. And the world doesn't want crazy people to play with weapons. Especially if they are long range missiles that can reach U.S becasue if it can reach the U.S. they'll be able to reach pretty much anywhere in the world. And that would just be bad.

North Korea has not demontrated it's willingness to abide with the world community. It would be best if no one had them, but especially not countries that are hostile to just about everyone.

Because the dictator of N.Korea is out of his friggen mind. There isn't anyone in that country that can kick him out. All his neighbors are afraid hell lose it one day and kill them all. Expect the same thing from the international community if Hilary Clinton is elected president.

North Korea would be more likely to USE nuclear weapons and they have no actual reason for them because if they would work with the U.N. they would be protected.

like it or not the truth is no wants to see nuclear weapons used and as the larger and more powerful nations it is our responsibility to keep smaller nations, often time with insane dictators, from using nuclear weapons.

Because our C.I.A. knows north Korea has a berzerk system, and would like to destroy people because they are not communist.
