Outdoor or indoor? Do you have a bubbler? If you don't have any aeration in the water, he's suffocating. Watch his fins - if they start to get discolored or flaky, try some ick or fin rot medication.

Is the tank dirty?
If he's at the top of the tank sucking air, could mean the water is deoxygenated, too still no bubbles circulating throughout.
Clean the tank with fresh water. Make sure the filter is clean.

It sounds like pop eye to me. Get some meracyn (an anti-fungal that you can add to your water) or other medication asap. It is pretty contagious so watch your other fish for symptoms as well.

I am betting you have poor water quality. It has probably started gasping at the top of your pond/tank from gill damage that is commonly associated with poor water quality.
