I would say it is considered submission, being under the control and submitting to that person's wishes. It might also be a form of masochism; when somebody wants something from another person, if they are "weaker", they can get what they want if they "suffer", the sufferer puts the person in control into a position of giving the sufferer something that they want, probably attention and nurturance. It is considered the "weapon of the weak".

There's nothing wrong with a girl taking initiative, and gee whiz, we all need to be caressed & held - so there's nothing wrong with cuddling.
