Any free service is going to have some sort of restrictions - it will be basic, or there will be pop-up ads, or frame ads, etc.
As for a domain name, that typically costs, unless you find a deal that is going on where you commit to something, and they throw the domain registration fee in for free.
For a low cost solution, I would recommend getting your domain name through someone like 15domians.com, and then hosting the website on the free space that your ISP typically provides. They can usuallyhelp you point your domain name to their space.
Or, for a good solution that will cost a little bit (but not much for what you get,) look at powweb - you have to pay yearly, but it averages out to $7.77 a month, plus the domain fee.
Finally, you can get free web creation software from Microsoft, they are now offering their Web Developer Express software for free.

Alright, I'll indulge you.
Learn HTML and CSS (please learn XHTML 1.0 Strict), it's good for the internet. Maybe throw in a little PHP and MySQL if it needs to be dynamic, or if you are storing any data.
Get a free graphics program such as Gimp for any images you might need.
Install and configure Apache server on your machine. This is no simple task if you have never done it before.
I assume you plan on hosting this from your house, or place of business since you don't want to spend money, so make sure you have port 80 open in your firewall, and direct any traffic to your domain to your firewall IP. Your router will then need to have port forwarding configured, so make sure that incoming traffic hitting port 80 is going to the computer that has Apache on it.
There are a couple of other little things in there, but this will get you started.
If you change your mind, I recommend starting with a cookie cutter site, or a service since those are all over the web for next to no cost.
P.S. Microsoft Front page is junk. It's bad for the internet.

impossible, unless you find someone really nice that will pay the domain fees to ICANN and host the site for you free. the hosting yes maybe something like geocities or xanga, google pages
but to get what youre looking for, you need a web host
