I can't say for sure as to I am not so far along in my study of the war but it could be that ~Lee was always under constant pressure to stay near Richmond, because Confederate President Jefferson Davis, had fears of the Union striking.

They tried, but Washington and his troops evaded the confederates in heavy traffic. Also, getting stopped by that red light didn't help the confederates either.
