long as you got a drivers license you are good to go. Keep in mind though that if a minor is with someone older, and they do not have parental permission, the older person can be charged with serious federal crimes.

I was never aware of such a law. As long as you are an American citizen and have a legitimate drivers liscense I think you are allowed to drive anywhere you want.

No, it doesn't matter. The age doesn't matter unless someone is transporting someone across state lines for criminal purposes, and that is so that it would be a federal matter.
