I actually think they are all quite smart in that they 'play a part' in front of the camaras knowing there are stupid people in the world going to love their every move. There are so many different people around that anyone that can get some screen time will attract some kind of following.
So, for me, the celebrity who acts the dumbest to appease his/her audience would have to be Jessica Simpson & Johnny Knoxville.

I don't know, I think Paris Hilton puts on an act, really. But she's still totally irritating, so that's not saying much.
