Contact your local "Home Builders Association". Find out who their current and past presidents are. Hire the one with the lowest bid.
I like the building inspector idea also, get creative and do both.

I have found from experience that the best way of finding a good builder is by getting good recommendations from friends and family. there are ways of finding builders in the phone book etc, but any old cowboy can place an advert. it is always better to see their work first hand for yourself, always ask to see a local previous job of theirs. most customers won't have a problem with agreeing to this if they are happy with the work. if they come up with ny lame excuses for you not to see these jobs then chances are you do not want to use them.
also remember the cheapest quote isn't always the best choice.

Try your local council building inspector. He should know of good ones in the area. If he wont help, contact trading standards, they should have a list of the ones to avoid.
