Hens have been selectively bred to speed up egg laying for thousands of generations. This is forced evolution which is much faster than the natural kind. Whatever wild bird was the ancestor of hens probably lays far fewer eggs.
A good example of selective breeding is dogs which all came from wolves. Turning a wolf into a tiny yapping lap dog is more radical than speeding up egg production.
Most farm animals and crops have been modified so far from the original that they could not even survive in the wild. Genetic engineering is more precise but selective breeding can achieve more dramatic results.

All animals (and humans) are different, obviously hens have a longer laying season than other birds, though hens don't go on laying eggs for ever, (they are just slaughtered when they have finished being of service to humans).
Short answer, variety is the spice of life.

They're very intelligent... they understand that in today's modern society, there wouldn't be much demand for scrambled budgie eggs on toast every morning. And when supply exceeds demand, a surplus is created. See? Smart birds.

I supose they would do if they were in contact with other budgies of the opposite sex but they aren't so therefore they don't lay eggs?

Generally speaking, members of the Order Psittaciformes (parrots and related hook bill birds) simply don't have as high of a reproductive rate as members of the Order Galliformes (chickens, pheasants, upland game birds, etc.).
