I have a computer that have been inactive for about a year because it needed repair. It's now up and running but it dont have an administrative account. There is only one account and its limited.What can i do to change this?

1) You do not say which OS you are using...
2) If it is XP, there is ALWAYS an administrator account. If it is XP HOME, there is STILL an administrator account, but it will NOT show up unless booting into SAFE MODE

3) If you have forgotten all administrator passwords, you must reinstall the OS to reset this. If you can logon to ANY account with administrator privileges, you can reset the administrator password from ANY administrator authorized account.
