Could it be a tribal thing like sticking bamboo shoots through your nose? Or more of a sign of maturing?

It isn't only young girls. And it hasn't just started.
This has been going on since the start of cinema. In fact, throughout the years it has been fashionable.
It gives some women a more feminine look, as brows that are heavy/bushy seem to be more masculine.
Shaving them is an easier option than tweezing or waxing; as it is less painful.
It seems to be a growing trend in some groups; such as goths.
Removing the eyebrows and drawing them back on (with make-up) gives women a little variation. Eyebrows are one of the main features of an expression: you can display surprise, anger, happiness, and a host of other emotions simply by raising or furrowing your brows. Drawing them on dramatically can give a woman a number of these expressions with a curved line.
Finally, people that do this are not "freaks" anymore than people who shave their legs, or heads. It is a social statement, much like anything else.

dear johnny crazy girls would shave their eyebrows, girls usually pluck or wax their eyebrows to get a more matured and prettier look, it brings femininity and looks good dats y but theyr don't shave all their eyebrows but unnecessary hair around it, shaving it all dat wud be crazy

My cousins have done this. They got frustrated with plucking them or waxing them off. It is irritating to have wop-sided brows. For them, it easier to shave them off and draw new ones back on. Waxing gets expensive.

Here where I live, it seems to be the Hispanic girls who do it. Then they just pencil them back in. Perhaps they think their eyebrows are too bushy or something? I don't know!

Its too hot in the summer to have bushy eyebrows..so some women figure its best to shave it off...lol.
Wait I think they wax them!

they don't know how to handle tweezers and screwed up so what else were they going to do but shave it, and now they have to stick with it...ever seen eyebrows coming back in, ew...And you thought unshaven legs were unsexy! WATCH OUT!

I wonder why too???? They just end up penciling them back on their faces or getting permanent make-up anyway.For all that fuss I just get them waxed and trimmed.
