The best time is the right time. the right time depends on HER mood.
Morning - If she is awake, feeling refreshed and playful... slip under the sheets and start things off with some kisses down under.
Afternoon - It's a hot day, and neither of you are looking forward to getting all sweaty and sticky. Kiss your "female" and work your way down to her neck. After paying some attention to getting her engine started, whisper one wonderful phrase to her... "come join me in the shower..."
Night - After a long day it can be tough to be in the mood, when you just aren't. But go the extra mile and serve her at dinner (don't just plop food in front of her, I mean set things up and get the mood going). Then listen to her talk about whatever she wants to... it will REALLY help her unwind, and the sex afterwards is 1,000 times better. For the finishing touch, lead her into the bedroom with some flavored oils (or nicely scented lotions if you must) and give her SLOW and patient foot rub. Trust me, THAT is the right time to have sex.

When you both have lots of time. Its safest during her period if she is up for it though it isn't her hotest time of the month.
When you both are relaxed and really horny, that is the best time. Most any time is ok with me though. Slightly more energy in the morning, but the calm sleepiness at night can be nice too.

After she comes out of the shower. But your question is vague, do u mean when will u be ready? To answer that, I should say once u move out of ur parents house and have ur own place and make ur own money. So u can actually bring a woman home as opposed to sneaking around in motels or in urs or hers parents' house. Your house, ur rules. In the meantime, if u r at ur parents house, respect their laws.

After you have married her? If you don't love her enough to marry her then you are just using her in a way that could be very harmful to her. You will hurt her emotionally and will risk all of the wonderful physical traumas I don't think I need to list.
