Drill is approximately 8-10" long and cores the hole in the rubber. The core is then ejected through a half moon cut out on the side of the hollow core drill bit. I know they use a smaller one on snowmobile tracks but this is much larger.

You can make one of these (or at least I could) from heat treated tubing.
Have to plan ahead as there is some "spring back" of the material
I am guessing a little,and there are some factors concerning the hardness of the material but around .450 may be correct.
Really need to see the material.
