This is NOT good and I'm truly sorry to hear about this!
I hope that the following web site to the CA Building Contractors Assoc. will help you out.
You can file a complaint. If he was (is) licensed (by CA law) he MUST be bonded which is for YOUR protection.

As stated in an earlier reply - a written contract (also req'd. by law) should have been in place.

The CSLB site will also allow you to check out the guy - see if he's licensed or not....if he's not licensed - he's in trouble not only with you, but the local DA's office.

An After Thought:
IF there was a written agreement, make sure that YOU are not in breach of that agreement. Read it thoroughly again. I've had customers that won't let me in their house when I was suppose to work, the police chasing kids through the house where I was working, drugs being used and God knows what else.
It's very important that you go over everything - litigation is also an option.
I don't know what state you're in but the laws vary from state-to-state.

If you have a contract with him, does it cover what to do if he doesn't finish the work?
You may need to involve a lawyer, but basically you should have the right to notify the contractor in writing (by certified mail) that he has 30 days to finish his work (or whatever is a reasonable amount of time to finish the remaining work). Let him know if he does not finish the work, you will contract someone else to finish the work and his payment for the job will be reduced by what it costs you to contract another to finish the work, up to and including the entire amount of the original contract.

Hope you have a contract. Get another contracter to see how much it would cost to finish the job. Then go to see a lawyer and present all the information. You should be able to deduct the estimate the second contractor gives you. File with the Better Business Bureau. See if he has done this before. It will help your case.

Do you have a written contract with a description of work to be done? Not having one may make things difficult.

Your best bet would be to speak to your lawyer and see what recourses are available in your location.

do not pay him until it all gets done, he has to make you happy. I'm a contractor also. Hold his money until he dose his work. if he says he will put a lien on your house do not worry it only last 6 months. after that its like it never happened.
if he say he is done and he is not only pay him 1/4 of the money.

Is he legally contracted? Did he bid on the job? If he did, then there should be certain things that are required on the bid. Does he have a license? If not, then you're probably screwed.
