Tall Bully?

My friend has a bully problem, but the bully problem is a 9th grade 6'1 girl who picks on my best friend john who is 5'5 11th grader.

I heard she is ready to pick on him she said she can benchpress 250 and ready to beat him up

What can he do to stop her
