I don't think it's ever happened in England, France, Spain, etc. But I think several Arab monarchs have married European or American women. Whether that's actually considered another race or not might be debatable.

yes look at alexander he married some one from the persian area. then the queen of sheba married king solomon. she was black he was whitish hebrew.
king abdullah of jordan married an american woman queen noor. i think she was palestinian american though how ever jordan and palestinians are not the same.
