Can I put a regular shingles on a patio that has a 1/2" to 12" pitch?

1/2" to 12' pitch is confusing. 12" pitch yes. Half inch pitch sounds like you have a very flat roof and if that's the case I would not go shingles. Check with the Lowes or Depot for the rolls of water proof roll out barrier membrane. Then some sort of tar finish on that is my guess.

if you're talking 1/2" of pitch every 12 feet..no, don't shingle it. Go with "roll roofing" or even better, modified bitumen material.

Everyone has this one right, however you could also use steel "R" panel, or standing seam.
