A friend states that the US Mints which are part of the US Treasury Department are in fact owned and operated by foreign banking institutions. I don't beleive this and need online websites to support my argument.

The US mint is operated by the treasury department and is a self funded agency (like the post office, but more profitable). It has nothing to do with foreign banks.

The United States Mint (Bureau of Printing and Engraving) are overseen by the United Stated Treasury. Your friend is either on crack or a conspiracy theorist.
