It's when your mouth is dry and it feels like you have been eating cotton.
Mostly a term used by people who smoke pot or a lot of cigarettes because the smoke dries out your mouth.

it just means that theres no liquid in your mouth and its really dry.. i get cotton mouth when i have a hangover in the morning.. its like your mouth is dehydrated
