Contact your internet service provider, (the people who will be sending you a bill every month) and ask to speak to their tech support department. Explain the problem to them. I had the same thing happen, and it turned out to be a problem with line connections, several blocks from my home. Once that was fixed, everything worked fine and I haven't had the problem since.
If the problem is with your computer, they will walk you through the "fixit" process and do whatever is necessary on their end of things. I'm sure you have done everything you can and it just needs to be "tweaked" a little to get it up and running properly again. Good luck! :)

Go to Tools>Internet Connections>Lan Settings. Uncheck all the boxes, close Web Browser then restart the Web Browser.

I get this occasionally, I also get the line dropping now and again, sometimes it is when my sky-box dials out, fortunately I have an old-style phone which makes a noise whenever this happens. I sometimes end up unplugging the phone line from the digi-box for a while.

It sounds to me like you've the broadband version of a foul line. should be all sorts of causes in spite of the indisputable fact that the most basic one is that you have not equipped the adsl filters on each and each and every of the phone sockets that you're utilising.
