The problem might be with your eyeliner. If you use a particularly oily eyeliner, you'll have the panda eyes. Lancome has a really good black eyeliner and so does Rimmel.
One tip is to not put eyeliner inside of the eyes or under them. Keep it only on the top lid. Also, prep the lid before using the eyeliner by powdering it lightly or using a light, non-greasy eyeshadow which will also act as a base for the liner. You can also lightly powder under your eye.

Use this make-up tip:
When you are doing your makeup apply the same foundation that you would use on your face, on your eyelids. Blend the foundation on your eyelids with a cosmetic sponge, gently patting on the foundation, apply the foundation underneath your eye as well. After applying the foundation, use a powder puff and pat on an oil absorbing powder, this will help 'set' the foundation, brush of excess powder with a brush. By doing this, your eyeshadow, mascara and eyeliner will stay and not run down your face. Also try using an eyeliner that is waterproof, it definitely will not smudge guaranteed, however it might be harder to wash off.

One thing I do is prime my eyelids before applying shadow or liner. I do this with a longwearing foundation and/or powder. Then I apply a waterproof liner across the top of my lids. My picks: For an inexpensive option, Prestige waterproof pencil. For a namebrand: Bobbi Brown gel eyeliner, which works wonders and stays on all day/evening. Hope this helps you!

make sure your eye area is dry when you put on your eyeliner. If you use eye makeup remover in the morning, it will leave a residue that will make your mascara and eyeliner hard to work with. Use waterproof eyeliner, and use an eyeshadow base before applying.

I use Urban Decay 24/7 Glide On Pencils. They are awesome and the line pretty much stays true without smudging throughout the day! They're about $12 a pop and can be bought at Sephora.

Use a waterproof eyeliner, and line the inner rim of your eye (hard at first, but you'll get the hang of it) When you line the inner rim you get a thinner (Obviously) line makeing your lashes look fuller, and it shouldn't run. If that doesn't work, try a liquid liner. Good luck

Apply a powdery light eye shadow around the area. Also, you may want to change your eyeliner. MAC waterproof pencil liner is the best for this purpose.

Buy better eyeliner. Mac and Sephora are really good. You will have to spend a little more money but the quality is way better. When I wear Mac I can't smudge it at all and it stays on all day.

I use Almay liquid eyeliner for the top.. it stays on great. Then if I want some one the bottom, I use Benefit (you can buy it at Macy's) eyeliner and put it on the very inside of the bottom lash line, and it doesn't smudge that way ;)
