Use a foundation close to your skin color and a light powder, by Bare Minerals
Use purpels, greys, and blues on the lid with black liner on top only by MAC, clinique, or Maybelline
Use 1/2 coats of mascara on the top lashes only, try Clinique high impact
Blush isn't needed but try a light shade on the cheeks and nose for a sun kissed look Maybelline or Sonia Kush works fabulous
Top it off with a sheer/pink gloss by NYC

Well i also have dark eyes and dark hair. I find that there are many colors that go with my eyes and hair. Browns, golds, greens, burgandys, dark purples, plums, berry colors etc. Black eye liner goes great with dark eyes. It totaly brings out the color in them.
