Why do banks require a drilled well and won't allow a dug well in NY?

NY is bedrock. Dug-outs will ruin the stability of the foundation but a drilled hole is easily filled.

Dug wells can become polluted due to ground contamination..Things like road salt and sewer systems can do it.Plus dug wells can go dry in droughts
