The general rule is to prune them right after they bloom. That way they have time to set buds for the next year. If you prune to late in the year you will cut off next years buds and they will have little if any blooms.

here in the pacific north west I cut off he old bloom (back a couple inches) when the flowers are dried up then in Jan-Feb I cut down to the ground (or a few inches above) 1/3 of the oldest canes (so 1/9 of the canes all together)

I'm in Zone 8-9 and hard prune in the autumn back to the sprouts. It is a prolific bloomer and seems to love the new liquid miracle grow.

Mine lose their leaves twice a year. When that happens, I trim them back to the nubs and apply fertilizer. They always come back big and beautiful with soccer ball size blooms.
