He is an english player and record was made with in last 2 years.
He was in the team but has not batted a single ball and niether bowled a ball.

This question is very interesting.

Making a world record in ODIs without being batted & bowled in a match is more possible for a wicket keeper. For the last 2 years, Geraint Jones is the wicket keeper. So he has the most probability or else Chris Read who is before him.

There is also the chance for a batsman who comes down the order who cannot bowl.

There is a chance for a bowler who is not used in bowling but the match is finished before he comes to bowling.

Considering the above views the record should be related to fielding obviously. So there is a chance for the following to be the player that you are asking for,
Geraint Jones, C Read, Pietersen, Vaughan.
