First of all, I would shake and beat the dust as best I can from the animal, then I would take a non-chlorine bleacher (for colored clothes, if the stuffed animal is not white) add water on a 1:10 basis, then make as much foam as you can. With a clothes brush, take the foam and rub it onto the animal. This will make it wettish, but not overly so. Scrub as needed, then leave out to dry in the sun (or shade, if the stuffed animal has colors on it). That should do the trick.

Can you take the electronic part out? A lot of these things have a zipper or a Velcro closure in the back where you can just take that out. If so, just run the thing through the washer.

If you can't, try vacuuming it. Maybe use a dry carpeting cleaning powder on it. Or, even blowing it off with a hair dryer (Build-a -Bear Workshops use an "Air Shower" on their new animals. It seems to work fairly well.)

Put the toy in a new garbage bag then put the hose attachment of your vacuum cleaner into the bag. "Seal" the opening of the bag so that the vacuum sucks all the air out of the bag and, consequently, the dirt out of the toy.
