It's the "diety" of a parody religion which protests the decision to allow the teaching of intelligent design creationism in Kansas.

It's and invisible make believe creature that created everything including the human race and will one day return to eternally torture all but it's chosen people whom it will eternally bore in heaven. Very similar to other make believe creatures like the Invisible Pink Unicorn and God.
