Yes, all the mobile carriers' web sites have pages you can use to send SMS (text messages) to their subscribers. All the major wireless carriers also have e-mail to SMS gateways that allow you to send SMS to their subscribers through e-mail. See the wireless carrier's web site for more information. For Verizon subscribers, you can send emails as text messages. Simply type in the ten-digit phone number @vmail.com. Otherwise, I don't know.
