You can do this via the web or by e-mail.
Yes, all the mobile carriers' web sites have pages you can use to send SMS (text messages) to their subscribers. All the major wireless carriers also have e-mail to SMS gateways that allow you to send SMS to their subscribers through e-mail. See the wireless carrier's web site for more information. You may have to dig through the online help a bit.
