The director.
He must work within the film's budget
to get the movie on film. This means
coordinating the work of various
departments, such as script, continuity,
special effects, etc. Then when the
actual filming begins he's responsible for
any problems that arise then, as well as
working with the crew and actors.

Thats a good question...
As simply as I can put it, the producer is the boss. He pays and hires everyone and is responsible that the "spirit" of the film is maintained.
The Director is the manager... He is the one who is responsible for the look of the film and for bringing the producer's vision to life.
He also interperates the script for the actors and crew to be sure eveyone sees the finished version he is imagining.
So.. my answer is this..
The Director makes sure that the producer gets his movie made the way he wants it.
How is that?
by the way.. the Executive Producer is usually not involved... he is usually just the money man.. the investor.

In theory the Executive Producer has the final say in everything. In practice the Director usually has the most immediate power because he's working directly with the crew, cast, etc. The Executive Producer (and sometimes the Producer) are often hundreds of miles away in an office doing other things.

The director controls the filming process, but the producer is in charge of everything before filming, including hiring the actors and director.

Producer-He controls the money. Normally a producer will hire a director he/she likes and trusts so there isnt normally a conflict, but if it were to come down to it the producer controls the money and therefor is the be all end all of that given movie set

It depends. Financially, it's the Producer; however, if the Director has a string of hits under his or her belt, then the Director's political influential power may be stronger.

The executive producer (not the regular producer) has the most power. This is the person actually paying money for the movie to be made.

That depends... let's hope that in most cases it's the director. I've rather have the movie influenced by a true artist... although some producers are artists as well.

The producer has more power as he signs the checks but why would someone hire a director whose style they don't like or they don't trust?

Since the Producer is the money source, it is he (she) who has the power in the production of the film.
