First off...along the Douglas Adams line of thought:
"So long and thanks for all the fish" was such a nice thing for the dolphins to tell us before they left wasn't it.
Anyway, to answer the question, it depends upon how you define smart. If using tools to accomplish tasks is a sign of intelligence, apes, monkeys, etc are smart. If figuring how to accomplish puzzling tasks like opening a container to get what's inside is the standard, even an octopus is smart. If using language to communicate, and I mean "words", not just similar sounds like a wolf's howl or lion's growl, then whales are VERY intelligent and smart. Pods have been observed and found to use names for members in the pod. But, back to wolves. Their hunting tactics, not mere habits, are impressive when you think about it.
So, how do you define the standard of "smart"?

Dolphins are usually considered pretty intellectual.
Some writers even say they're more intelligent than man (props to Douglas Adams).
