Chicago with a temperature of 90 with 90% humidity or Phoenix at 110 with 10 % humidity?

Depends. I lived in Phoenix, and now in Houston. The dry heat of Phoenix is actually more pleasant than the humid heat in Chicago of Houston. It gives the illusion that you are not sweating, when actually you are sweating but the dry heat evaporates the moisture immediately.
You could ask yourself - would you rather be stuck inside an oven, or a steamer? :)

For sure Chicago. I used to live in CA where it was 110 with 10%humidity, and it was great. Now I live in South Carolina with 100 and 50% humidity and it sucks bigtime!!! you will never want to go outside

The place with highest humidity will have a higher heat index because the humidity acts as an insulator and traps heat in. Trust me I know because I live in southern Louisiana.
