I think it's mostly a styling accessory.

What they were intended for and what they were used for became two quite different things at times. Years ago, when roads were very bad, mostly unpaved, full of holes and rocks and the like, car manufacturers tended to make cars with a great deal of ground clearance so that they would not bottom out. This necessarily made it a long way up when getting in and a long step down when getting out, and running boards provided an intermediate step.

As time went on, manufacturers tended also to mount things on the running boards, including spare tires and tool kits, and movie makers mounted tommy gun toting gangsters on them.

Still you should not speak of them in the past tense, as cars like the British Morgan have running boards today and are still in production. The old VW beetle also had running boards, though not very large ones, and entirely useless.

They were used as a step to get in and out of the car but in the old gangster movies they were used so that when the get away car took off the gangster could jump on it and ride while shooting at the cops..
