Just dig a trench around your garden, then bring the stones level with the ground and fill back in around the stones with dirt. You don't need to use concrete. If you make the stones flat with the ground it doesn't make it such a pain as far as mowing/trimming. If however you want the stones to be so high above the ground, dig the trench like before and put some steaks in the ground with string to mark off the height you want you stone edging. You can use a string level, if you want it level. Then match up all the top stones to the line. To get the top to look perfectly flat you may have to chip off a little bit of stone from the underside of the stone if it's natural stone. You can also put plants in between some of the stones like different kinds of moss or spreading plants for more of a visual effect.

Heres how we did it: We dug a little trench around the shape of the gardens. We put down a little concrete in the trench and embedded the stones into the cement. Where some of the rocks overlapped with ones next to them, we put a little mortar on the backside in the gap.
