I would think that most invertebrates have very good reaction times. Especially things like the blue-ringed octopus that can change colors within seconds of landing on a different colored substrate, they probably have the fastest acting phsiological reaction time.
I have studied insects and spiders for several years now and I have noticed that insects ar eunbeatable when it comes to rection. Flies ofr instance almost never get squished when you try to hit them by hand.........this is due to the fact that they have ultra sensory hairs all over their bodies that alert them of the slightest movement, adn they can get out of the way faster than we can swing our arm.......thats pretty fast. Their eyes also help with this, it is believed that because they have so many eyes working at the same time, they can almost see in slow motion, kind of like an optical illusion.........really neat!

Predators usually have a very good reflex, and they don't' have to be big animals like the lions or tiges, take frogs or chameleons for example, and think of how fast they can move their tongue.

Insects generally have very quick reaction times because they are so small that impulses from the brain have less distacne to travel to their nerves
Ants, bees and spiders
Mamamals: small rodents like squirrels and chipmunks also have excellent reaction speed
