Is the Lebanese government a collaborator or a victim?

Have terrorists pushed their way into lebanon or are they there with the blessing of the Lebanese government?
In other words is the lebanese government a collaborator with Iran, Syria, and terrorists at the expense of their people or do these factions hold a gun to their head.
I don't blame Israel for going after the terrorists but the bombing of Lebanese targets and the airport seem spiteful and malicious to me and I'm pro Israel.
It would be nice when this is over if you could get a large enough peace keeping force to keep everybody out of this little country.

The Lebanese government voted to give a part of Lebanon to Hezbollah, and the majority of Lebanese people support the actions of Hezbollah. So they are collaborators, not victims. If you lay down with dogs, you're bound to get fleas.
