I have a saltwater pond right next to the sea and when the level drops in the summer it smells like sewage. I am trying to pump seawater into it right now, but the smell still lingers.

Bleach. Put a couple DROPS of bleach (not too much) per gallon of water in the pond, then stir it around with a stick or something. That will kill the bacteria that causes the smell. That's what my friend's mom does with her little ponds and fountains. I'm not sure if it's a good idea if you have any fish in the pond. If you do, go to your local Home Depot or Lowes and go to the gardening/ponds section. They will have a professional that can help you.

You need to figure out a way to constantly change out your old water for fresher salt water. You also need to remove a lot of sand & replace with new sand.
Look at tidal pools to see how water exchange occurs on a very reliable schedule twice a day. Your reef should simulate this, as well as having a constant aeration system.
