Relative to which currency?

The USD Index you quoted is measured against a basket of several different currencies.

The US Dollar is only relative when you have something to compare it against.

All of the Currencies are traded in pairs. The six major pairs of the Forex Markets are:

USD/JPY Japanese Yen
USD/CHF Swiss Franc
EUR/USD Euro
GBP/USD British Pound
AUD/USD Aussie
