You would rotate with the planet. If you didn't, then you would experience a thousand mile per hour wind as the Earth and it's atmosphere rotated past you.

If you stay at 3 feet altitude, then you would likely rotate with the planet. If you are literally cut free of the Earth's gravity, then it would depend on where you were on the Earth. In the morning, you would be left behind as the planet traveled in its orbit, in the evening you would run into the ground as the planet caught up with you.
At midnight, you would drift off in a tangent path into the solar system.

Actually a good question. Presuming you are in the northern hemisphere. If you moved northward the Earth would be spinning slower underneath you as you went north giving you an eastward velocity relative to the earth and indeed you would hit something. If you went south. The Earth would be spinning faster underneath you as you went giving you a relative westward velocity. If you stayed in the same place you would just continue with the same velocity around the world you started with and stay in the same relative place. Look up Coriolis effect. - It is really cool.

You would hit a wall. The earth rotates at between 550 and 885 mph, depending on latitude you are at. (May be off somewhat on the speeds).
But anyway the reason you wouldn't fly off into space is the same reason you don't feel an 800 mph wind. Its called the atmosphere.

Hovering would be exerting a force against the gravity of the earth. Being connected to the earth, you would most likely travel with it.
