If you mean ON the planet, it is wind and the composition of gasses in the atmosphere if im correct. Just like how Uranus and neptune appear blue; they both have have about 2% methane it thier compsition.

If you mean rings, they are debris of ice and rock. They should have formed a moon around Jupitur, but, the "shepard moons" as they are called, made sure, like the astroid belt objects, they could not stay together long enough to form a mass.

You mean the rings? They're thousand of pieces of rock in Saturn orbit, but from far away the look like solid rings.
