Saturn the 6th planet does not rotate on its axis at a uniform rate they have discovered three different rotation rates from 10 hrs 14 Mins to 10 hrs 39 mins.yes it rotates faster!

At least in our Solar system, the larger the planet, the faster it rotates. Since Saturn is a lot bigger than the Earth, it should and does rotate faster.. Other answers already have the actual value.

Yes. Keep in mind, it is a HUGE planet. It has one rotation in about 11 hours. If you look at it through a telescope, it appears elongated or oval. This is because it is. That much mass spinning that quickly causes it.
