Notorious B.I.G had a better flow in his rap, but Tupac was more influential as far as what he rapped about. By this I mean his sh*t was more thought out, like Malcolm X style sh*t. It is in the air and you can't pick the best, they were both amazing.

Lyrically, no other rapper can see Biggie & Tupac. But hands down, Tupac. The words he speak is pure knowledge.
