I'm considering moving about 4 hours away, and am a bit too busy to go and apply directly for jobs, there. I'm employed now, in retail, and would probably stay in that occupation.

I've applied on monster.com, put in a resume with a couple of companies for positions that I was definitely qualified for, but have heard nothing back--it's been a couple weeks. Is there an easier/most effective way of applying for jobs in areas that are in another state, than doing the monster.com thing? Any suggestions?

Go directly to the employer's website and see if they have anything under careers. Monster is so broad they probably get TONS of applications from there...at least on their direct website you might have a better chance of being noticed. Another option is to send your resume and cover letter through the mail. Not many people do that nowadays either.
