when you BUY something with paypal, it's free. when you SELL something, they charge 2.9% of the final sale plus 30 cents.
As for shipping, when you create the ebay ad, there is a section to tell how much shipping and handling goes for. It is understood that, unless otherwise stated, the buyer pays shipping and handling. When you enter shipping and handling in the proper field when it asks you to while making the ad up, Paypal will automatically bill the buyer for S&H.

Paypal is basically free, but you pay transaction fees. As for the eBay question, when you put an item up for sale, there is a section for shipping costs. You need to put in the cost at the time you enter the item for sale so if you don't know how much shipping will be, bring the item in a box to the Post Ofice or UPS Store and ask them to give you a rough idea of shipping cost, depending on location being shipped to.

Yes , paypal is free to sign up and get an account going. And on ebay, you just specify with the item you put on there - that "buyer pays shipping".

I think that paypal charges you $1 for maybe a processing fee. On the e bay thing I would say you would just have to ask them, sometimes it's free shipping, but sometimes its not free because maybe the item was priced too high hope it helps
