State of confusion, District of Columbia (it's a district, not a state -- but it's still where they were born!)

dc born here, we don't belong to any state, because Washington DC is not a state and does not belong to one.

Washington is not a state, so the person "belongs to" the district.
Still a US citizen, though!

He belongs to the District of Columbia, Wahington D.C. Thats why they have their own license plates. It isn't a state but it is a state.

No state....taxed but not represented. They say they were born in the District of Columbia.
