The ozone layer can be replenished if it is not exposed to the chemicals that deplete it. Although most of the halogen compounds that were commonly used in aerosols and other products have fallen into disuse, it takes them a long time to reach the upper atmosphere and do the damage so the ozone layer will continue to be depleted until all these chemicals have finished their reactions and are removed from the atmosphere. This could take several decades and the rate of recovery will be slow as long as there are still people that use the chemicals that cause the damage.

YES, but the rate in which it is being destroyed is higher than that in which mother nature can repair it, leading to an ever larger deficit.
