You can measure it by adding a known mass of solute to a known mass of pure water. Keep adding more solute and stirring until you are sure that the mixture is saturated (no more stuff dissolves...there should be some undissolved particles in the solution). Filter the mixture and measure the final mass of solution. With knowledge of these masses you can calculate the solubility (grams per 100 g of H2O or w/e units you want)

Solubility, we use a concentration curve to find a point at which it no longer fully dissolves but starts to fall down as a precipitate. We also mix the ions that make the compound from more soluble compounds and measure the amount to fall out. A third way is to titrate in water to a known mass of sample until fully disolved and then calculate the ratio.

Solubility is measured in parts per million (ppm) which is grams of solute over grams of solvent
Solubility is also measured in molarity (M) which is moles of solute of liters of solution.
