I haved moved around the midwest since 1993. The two places I recommend the most are:
Madison, Wi: Large college town, low cost of living, highly educated workforce, good mix of blue collar, white collar jobs, early in the development sprawl, home proces reasonable (stand to make decent equity in short term)
Columbus, Oh: College town on steroids, slightly more conservative than Madison, further in the sprawl process, well developed and established suburbs if you relocate with a higher-wage career, many rural & lower cost suburbs that offer good opportunities, many national corporations (Wendy's, White Castle, MicroCenter, Cardinal Health, BMW, Limited Brands, etc.) of varying industries, established logistics hub, test-market for virtually every new-to-market product.

This answer is not based on very recent data but I've got the impression that Portland and Seattle are great places in terms of business climate and life quality.

Delaware. It is common for biz to choose this place because of low taxes for incorporation. They may run biz from elsewhere, like say NY or CA but usually it is prudent to register in Delaware because it is biz friendly.
Check out some of the incorporation lawyers. They will advise you the same.
