The East End of London can't be more than a few meters above sea level in some places.
The Thames barrier is not desiged to hold back a perminent rise in the sea level. It is only used to control the freak high tides from surging up the Thames.

As it is on the Thames I would say that parts of the City are not much more than about 20metres. Lots of facts about London here http://www.visitlondon.com/city_guide/about_london/facts_figures/ including a link to a downloadable guide giving facts and figures

its 2 metres above mean sea level and the Thames barrier can cope with a tidal surge of 3 metres above this so if sea levels were to rise by 5 metres London would not exist. (very likely withing the next 10 years)
