There are many different scenarios to describe "idle". I do not know which one you wish to know about. I am going to assume you are referring to a computer which is idle. This is when the computer is not working on anything. No programs are running except critical services in the background.

During a computers idle time the operating system will often do "house work" chores, like arrange files and perform clean ups, or run scheduled tasks. While idle the computer is not using much CPU. Bring up the task manager by clicking:

Ctrl+Alt+Delete, at the same time, which brings up task manager, and look at the processes tab. Look at the CPU list and you will see mostly 0% in that line. That means the computer is idle. If one of the processes starts running you will see a corresponding rise in its percentage of CPU usage. The More CPU usage the harder the program is working or taking up a lot of CPU.

It means the computer is idle, not active, waiting from some user input. It can be that the user is away, or simply not using the computer, although it remains connected.

its when a person hasnet been on the computer for like 5 min. or however long they set it to...but there not away unless the have an away sign.
